Last May we reported on the upcoming development of a $30 million, 12-field soccer complex in west Roseville and the addition of five baseball and softball fields in the existing Whitney Park complex in Rocklin (“Kickstarter,” by Laurie Lauletta-Boshart). The facilities are anticipated to create 120 jobs and generate between $8 million to $13 million in revenue annually. Here’s where things stand:
Placer Valley Tourism, previously the management organization for a business improvement area covering 23 hotels in Roseville, Rocklin and Lincoln, reorganized in November to become the business improvement district for those hotels. According to David Attaway, CEO of PVT, the reorganization better allows PVT to finance the development, allowing the district “to secure long-term debt to finance the projects or build them through increased cash flow of the raised hotel assessments.” (Before reorganization, PVT received between $1 and $1.50 per hotel room for funding. Now the rate is $4.25 per room.) He stresses that the funding will not come via taxes and calls the reorganization “a critical step” in the process.
PVT is finalizing a funding agreement with the city of Roseville for the new 12-field complex in west Roseville. The funding agreement is anticipated to go before the Roseville City Council for review in January. When the funding agreement is approved, the city’s parks department will begin recruiting for the design and construction management.
According to Attaway, the final master plan is not finalized, but it is anticipated to include eight to 12 lighted artificial turf fields, restrooms, concessions, playgrounds and a field house for hosting soccer, rugby, lacrosse, football and other longfield sports tournaments. The complex, expected to open in late 2017 or early 2018, will be open to local sports organizations on weekdays.
The baseball and softball diamond complex, in phase II of Whitney Park, is still in its preliminary stages. Attaway says PVT is still in early exploration with the city of Rocklin to determine how the facility will be used and what it will cost. He hopes to have more information by mid-2015.
