In the heart of Placer County, Roseville stands out as a city that truly values connection, recreation and lifelong learning — and much of the credit goes to its Parks, Recreation & Libraries (PRL) Department. What was once a small collection of neighborhood parks and a single library has evolved into a thriving network of open spaces, programs and resources designed to serve everyone.

Today, the PRL Department manages thousands of acres of parks and open spaces, offering a huge variety of programs that bring people together. The department’s commitment to inclusion means that everyone, regardless of background or ability, can find a welcoming space to learn, play and grow.

One of the most creative aspects of the department’s work is its innovative approach to maintaining open spaces. Forget noisy lawnmowers and chemical herbicides — Roseville has embraced a more natural (and adorable) solution: goats! These hardworking animals graze on dry brush and invasive plants, helping to keep the city’s open spaces safe and beautiful. And yes, there’s even a website you can use to track the goats’ progress as they munch their way across town. 

The fun doesn’t stop there. The department is always looking for new ways to engage the community, from pop-up events and art installations to outdoor concerts and family-friendly festivals. And as Roseville continues to grow, PRL will grow right along with it. They currently have several new parks in the works, on top of an ongoing project to reinvest in aging facilities. But that’s not all, as they’re looking forward to opening a 10-field regional soccer complex in the near future.

Ultimately, the PRL Department’s growth reflects the city’s own journey. Through thoughtful planning, creative solutions and a genuine love for the community, Roseville’s local government has created spaces and opportunities that are easy to take for granted — until you realize just how much they enrich daily life. From parks and libraries to goat trackers and community events, the PRL Department is building a brighter, more connected future for Roseville — one that’s built for everyone and always growing.
