Andrea Blomquist has built her career on raising the standard of what public power can deliver. As utility billing operations manager, she led the implementation of a comprehensive digital engagement platform and oversaw the now well-established and trusted Customer Information System (CIS). The CIS transfers control to the customer and offers Roseville residents and businesses formerly unavailable flexibility, like mobile-first payment options and paperless billing. The work Blomquist and her team accomplished transformed how the Roseville community interacts with its utility and earned her recognition for the Women Who SPARK Operations Innovation Award.
The next phase of Roseville Electric’s technological progression came under the leadership of Caitlin Ornelas, utility business systems administrator. As project manager, Ornelas was key in implementing Roseville’s Advanced Metering Infrastructure (AMI) program, improving data visibility, operational efficiency and system reliability. Her leadership earned her the California Women in Energy SPARK Award, reserved for professionals helping reshape the future of the energy sector.
With a combined 35 years of experience, Blomquist and Ornelas have consistently demonstrated their value. From strengthening internal systems and elevating customer experience to advancing data-driven decision-making, they are helping shape how Roseville Electric Utility remains reliable, resilient and positioned for the future.
